Marine Security Barriers Board Member

Honorable Jay M. Cohen, Rear Admiral USN (ret)
- Chairman

Admiral Cohen is a native of New York. He was commissioned in 1968 upon graduation from the United States Naval Academy. He holds a joint Ocean Engineering degree from Massachusetts Institute of Technology and Woods Hole Oceanographic Institution and Master of Science in Marine Engineering and Naval Architecture from MIT.

His early Navy assignments included service on conventional and nuclear submarines. From 1985 to 1988 Cohen commanded USS HYMAN G. RICKOVER (SSN 709). Following command, he served on the U.S. Atlantic Fleet as a senior member of the Nuclear Propulsion Examining Board, responsible for certifying the safe operation of nuclear powered ships and crews. From 1991 to 1993, he commanded the submarine tender USS L.Y. SPEAR (AS 36) including a deployment to the Persian Gulf in support of Operation DESERT STORM. After Spear, he reported to the Secretary of the Navy as Deputy Chief of Navy Legislative Affairs. During this assignment, Cohen was responsible for supervising all Navy Congressional liaison.

In June 2000, Cohen was promoted in rank and became the 20th Chief of Naval Research. He served during war as the Department of the Navy Chief Technology Officer (a direct report to the Secretary of the Navy, Chief of Naval Operations and Commandant of the Marine Corps). Responsible for the $2B+/year Navy and Marine Corps Science and Technology (S&T) Program (involving basic research to applied technology portfolios and contracting), Cohen coordinated investments with other U.S. and international S&T providers to rapidly meet war fighter combat needs. After an unprecedented five and a half year assignment as Chief of Naval Research, Rear Admiral Cohen retired from the Navy on February 1, 2006.

Unanimously confirmed by the US Senate, Cohen was sworn in as Under Secretary for Science & Technology at the Department of Homeland Security (responsible for DHS Research, Development, Test and Evaluation) on August 10, 2006 (the day of the British Airways liquid explosive plot in England). His success at DHS is documented in a recent National Geographic TV special "Hi- Tech War on Terror" that documents the high risk/high gain innovation portfolio which Cohen put in place to make the nation safer. The current administration continues to build on this solid foundation.

Since leaving government, Rear Admiral Cohen is now a principal in The Chertoff Group and serves on numerous corporate boards.

Bradley Rotter - Director

In 1982 Bradley Rotter became a pioneer in the now burgeoning asset class called Hedge Funds and was the first investor in scores of money management boutiques. Rotter has been a pathfinder in a plethora of alternative asset classes around the globe, which span from oil tankers to satellites. He was awarded the Private Deal of the Year Award by Investors Dealer's Digest for an innovative structured finance transaction. Rotter focuses his energy and capital where he can make an impact and he is focused on Homeland Security. He currently serves as Chairman of AirPatrol Corporation which is a wireless security "skunk" works. He serves on numerous private and public company Boards of Directors. Rotter received his MBA from University of Chicago.

John Shephard - Director

John Shephard is Vice President for strategy, business development, international sales and congressional relations at ITT Defense, one of the top ten defense contractors in the United States. Prior to joining ITT, he was CEO of Pallas-Athena Group, and provided strategic consulting services for businesses ranging from start-ups to Global Fortune 500 corporations. He has been President of Newport News Industrial Company and Senior Vice President of Operations for Northrop Grumman-Newport News, producer of nuclear-powered aircraft carriers and submarines for the U. S. Navy. Prior to this he held senior executive positions at Newport News Shipbuilding Inc., Tenneco and NASA. A 1977 distinguished graduate of West Point, he served more than twenty years of active and reserve service in the U.S. Army, held progressive command and staff positions from platoon to division level, and is a Gulf War veteran. Mr. Shephard holds an M.S. degree in political science from the Massachusetts Institute of Technology and was a White House Fellow. The American Society of Engineering Management honored Mr. Shephard as “Engineering Manager of the Year” at its national convention in 1999, citing his innovations at Newport News Shipbuilding. He serves as a board member and advisor for several companies and non-profit organizations. He and his family reside in Williamsburg, Virginia.

Nick Lewin - Director

Nicholas S. Lewin has been a private investor since 2000 operating in both the public and private markets. Mr. Lewin has invested across many industries, and throughout the capital structure. Mr. Lewin invests in special situations and in companies with innovative technologies and strong intellectual property. Generally, these are activist situations working with management. Representative industries include, Biotechnology, Healthcare, Telecom, and Media. Along with HALO, Mr. Lewin sits on the board of Duramedic, a Durable Medical Equipment provider. Mr. Lewin holds a BA from Johns Hopkins University.

Steven Nelson - Director

Steven Nelson has extensive experience in building successful companies.  He began his career in health care in 1983 with Republic Service Bureau, Inc, a nationwide hospital auditing company.  Under his leadership, the company expanded into several other areas of health care cost containment before being sold to a Washington D.C. investment group in 1989.  In 1990, Mr. Nelson founded two new health care cost containment companies, Medical Bill Review, Inc. (MBR), and Preferred Payment Systems, Inc. (PPS), serving in President and CEO positions. In 1997, PPS was sold to Concentra, Inc. and became known as Concentra Preferred Systems, Inc (CPS), a Concentra, Inc. subsidiary of which Mr. Nelson served as president until January 2000.  In 1999, Mr. Nelson founded HealthNetwork Systems LLC (HNS), a private provider of network management services to the payer and PPO industries and served as President and CEO until it was sold to CPS in 2001.  Mr. Nelson serves on the Board of Directors of several companies Viant, Inc. and IntelliClaim, Inc. He is currently a private investor.  He has a founding role in ClariCon, Inc., a network services management company specializing in providing services to the provider community.  Mr. Nelson is a graduate of Western Illinois University with a bachelor's degree in Health Care Administration.


Paul Jensen - CEO

Paul C. Jensen has over 20 years experience in the plastics industry, serving in senior management positions at Nypro, a billion dollar global plastics contract manufacturer, and helping start Nypro University. Previously, he helped launch CSP Technologies, an innovative pharmaceutical packaging business, and was Vice President, Sales & Marketing, Synventive Molding Solutions, an injection molding equipment manufacturer. He began his plastics career in marketing management positions at Eastman and GE Plastics and was a graduate of the GE Sales Development Management Training Program in 1986. A 1977 distinguished graduate of the United States Military Academy at West Point, Paul served a total of nine years active duty in the United States Army, commanding a company and airborne platoon at Ft. Bragg and serving as Assistant Professor of Chemistry at West Point. He holds an M.S. in Chemistry from M.I.T., an M.B.A. with honors from Golden Gate University and was a Hertz Fellow.


Justin Bishop - CTO

Bishop, the inventor of HALO™ line of products, previously served as President and CEO of Elemental Innovation, Inc., a New Jersey (USA) based engineering firm dedicated to the design and implementation of environmentally friendly products.  As the founder of Elemental Innovation, Inc. his goal was to produce an affordable, practical wave attenuator for beaches, harbors, and maritime security. As president of the company, Justin has been involved in all aspects of its development, from product conception to model testing and full-size production. He is responsible for the creation of the HALO™ suite of security products and the invention of the Pile Rider universal dock mount.  Bishop graduated from Caldwell College in 1993 with BA in History. While attending college Justin became involved in his family’s research and development company.  Bishop’s experience covers many disciplines and extends from highway safety barriers to ocean-wave energy converters. He is the inventor of the WhisprWave® and several other devices. The WhisprWave® has been deployed successfully for 8 years in many locations in the US including several security installations.
